The urban development concept is a compelling result of the historical development of the Kirchenfeld quarter. The urban expansion of the 19th century, which followed an excellent neighbourhood plan, is still in excellent condition today. This testifies to the fact that the originally established urban structures have retained their validity. For the MuseumsQuartier, this means that access must be provided from Helvetiaplatz and the laterally located streets of Bernastrasse and Helvetiastrasse.

The heterogeneous and fragmented inner structure of the MuseumsQuartier is a consequence of the clear and robust development structure established by the neighbourhood plan. This development structure serves not only the public access to the buildings, but of course also the various storage and parking spaces as well as deliveries.

Against this background, it is important to examine the individual relationships between the institutions and improve them where possible. Establishing an inner main thoroughfare would not only amount to an absurd Herculean task, but would also weaken the existing urban structures.

On the contrary, the existing neighbourhood streets should be strengthened. For topographical reasons, Helvetiastrasse could be developed into a museum promenade. The most obvious and simplest measure would be to change the name of the street to that of the museum.

By raising the street level to pedestrian level, non-motorised traffic should be promoted in the new Museumsstrasse (see also open space concept). This measure brings calm and vitality to the Museum Quarter. Visitors and passers-by will be guided to the access courtyard of the National Library as a matter of course and with easy access.
